Tina Andrews has been a dedicated member of the Upper Perkiomen community since 2023, where she lives with her husband and two children, both students in the district. She is
passionate about fostering a strong, inclusive school system that prioritizes student success and community engagement.
Tina works as a barista, a role that has strengthened her ability to connect with people, listen attentively, and engage with a diverse community. She has also developed skills in social media
management and content creation, using these tools to support local initiatives and foster community discussions. Additionally, she has experience in media production, where she works
behind the scenes to create and organize content.
Before moving to Upper Perk, Tina was actively involved in youth programs as a Sunday school teacher and children's choir assistant, helping to nurture young learners in a supportive
environment. Her lifelong commitment to community service and communication has shaped her belief that schools should be a place where every child feels valued, supported, and
prepared for success.
Tina is running for school board because she believes every student deserves a high-quality education in a safe and welcoming environment. She is committed to advocating for educators, listening to families, and ensuring responsible decision-making that keeps the focus on student
success.

Billy Hoier is a dedicated community member, advocate for working families, and a candidate for the Upper Perkiomen School Board. A longtime resident of Hereford, he understands the challenges many families face, having grown up in an economically disadvantaged household in Kutztown. His experiences shaped his belief that every child deserves access to a high-quality education, regardless of their background.
Billy spent 14 years working at East Penn Manufacturing before transitioning to a career in logistics. In addition to his professional work, he has over 20 years of experience in youth pastoral ministry/music ministry and community service, where he has worked with people from diverse backgrounds to foster collaboration, support, and opportunity. He has seen firsthand the power of mentorship, access to resources, and a strong school system in shaping a child’s future.
Billy is running for school board because he understands that many students in Upper Perk face barriers to learning, just as he did. He is committed to ensuring that all students have access
to the materials, technology, and support they need to succeed. Additionally, he believes in financial transparency and responsible decision-making to ensure that tax dollars are being used effectively to support students, teachers, and the district as a whole.
“Strong schools create strong communities. Every decision made by the school board should be focused on student success, educator support, and financial responsibility. With the community’s support, I will work to ensure that Upper Perk remains a place where all children
can thrive.”
Paige Konopelsky is a dedicated community member and passionate advocate for public education. She lives in East Greenville with her husband, three sons, and two dogs. Two of her
sons currently attend elementary school in the Upper Perkiomen School District, with the youngest soon to follow. Paige graduated summa cum laude from Kutztown University with a bachelor’s degree in social work and a minor in Spanish. With a background in vocational coaching, disability advocacy, and community service, she has dedicated her career to helping young people navigate challenges in education and employment.
For the last decade, Paige has worked in the service industry, balancing professional commitments with raising her family. She currently serves on the Red Hill Library Board, where she plays a key role in fundraising and developing youth engagement programs. Paige and her family strive to give back to the community and are actively involved with Valley Soccer, where
Paige coached the U5 team for two seasons, and her husband remains a coach for both intramural and travel teams.
Paige is running for school board because she believes in child-focused and transparent decision-making. As a social worker, she witnessed firsthand the impact of comprehensive, equitable public education and understands the challenges students with diverse learning needs face. She is committed to advocating for students, strengthening parent-school- community partnerships, and ensuring that all students have access to the resources they need to succeed.
"I want to go into this campaign listening to what the community needs. As a potential board member, it would be a disservice to those around me to enter this campaign with a personal
agenda. I aim to work in conjunction with the teachers, parents, and the other eight board members to better the educational environment for our children. I believe that public schools
are one of the few places left in our American society where there is an equal opportunity for education and success. The focus of any school board should be to make decisions that support
academic excellence, student well-being, and community engagement—and to see to it that these decisions are made multilaterally, not politically. I promise to be an advocate for parents and teachers alike. I am focused on making UPSD safe and equitable for all students."
After moving to the Upper Perkiomen School District in 2004, Monica Oswald has developed a deep dedication to serving and supporting the community. With an associates degree from Walnut Hill College and a diverse background in investment banking, project management, and business analytics, she has consistently chosen to invest her time and skills in making a positive impact.
After stepping away from her career to raise her son, Monica dedicated herself to community service, becoming the food pantry coordinator at The Open Link. In this role, she worked alongside the Upper Perkiomen School District to help establish the Kids Summer Meal Program, ensuring children had access to nutritious meals during the summer months. She also coordinated the distribution of food and resources to families in need, providing critical support to those facing difficult times.
In 2017, Monica joined Hereford Elementary as a paraprofessional, gaining invaluable firsthand experience working alongside students, educators, and faculty. She also worked for a security company that placed her at the Upper Perkiomen School District as a crossing guard, further strengthening her connection to the community. These roles provided her with a deeper understanding of both the challenges and successes within the schools.
She has continued her commitment to service by volunteering with several local animal rescues, remaining active with The Open Link, and volunteering alongside her certified therapy dog, Fiji. These experiences in education, nonprofit organizations, and community outreach, have deepened her appreciation for the importance of collaboration and community support.
As a candidate for the Upper Perkiomen School Board, Monica Oswald is dedicated to advocating for students, supporting educators, and ensuring transparency and collaboration between schools, families, and the community. She would be honored to earn your support.

Fiscal responsibility means making informed decisions that prioritize student success without waste or hidden agendas.
Education should never be a political battleground. We believe that decisions about our schools should be based on what’s best for students, not partisan agendas. Our focus is on policies that support academic excellence, student well-being, and community engagement—regardless of political affiliation.
